It means that it has an internal power supply to run it that you plug into the wall. You would need a separate power supply for the radio. Really no recommendation on antennas. Any of the more popular verticals or beams on the market would work...
EDIT: Sorry, didn't answer all your questions. It is a 2x2SC2879 so you wouldn't need a driver. The .5 - 4 watt DK from your radio would drive it fine. As far as power supply goes, a 7amp would handle up to a 70 watt radio, but you may want to consider a larger supply if you want to run more then just the radio off it or if you plan on upgrading later on so you won't have to buy a larger supply later on...

Exactly...the amp's power is supplied by plugging it into the wall (110/120v) and the radio will need to be plugged into a (12v) power supply. This is for the base amp. If you were to use a mobile amp in the house then you would need a power supply for it also since it does not have a self contained power supply like the base amp does. Hope this helps to clarify things a bit...
