president washington 858, tx problems

iam hoping you guys will be able to help, iam new to cb and have learned alot from the forum,,,i just picked up a president washington(858) it does not have any heavy mods done to it,,,,, it was missing a crystal when i got it,,i replaced the crystal tonight with one from barkett electronics,, it has a couple issues i think they may or may not be related,,,, so ill list them and hopefully you guys will be able to throw some ideas at me,,

the relay looks like someone messd with it,, as there is super glue holding the cover on

the meter deflects on receive, however dosen't on transmit, the relay picks, the red light comes on,, and i can receive the transmission on my cobra 25,,,before it quit deflecting on tx it was deflecting in reverse,,,,, key up and it would swing up normal,,, but "audio" and it would go down a bit

what is the nb button for i thought it was a noise blocker,,,,, but it affects my tx in a negative way,,,,and seems to block out otherwise good signals,,,,,,,

the radio seems to receive ok,,,, i have picked up some sideband talk as well as some am,,,,,, the am seems to be a bit quieter than the ssb,,,,, meaning the static is not as loud or sharp,,,,,,

iam wondering what all breaks through the contacts of that relay? could dirty/bad contacts be causing my meter problems,,could the realy cause me to transmit inconsistantly,,,,,and affect clarity of signal,, ect,,,

throw ideas at me please,,, iam trying to learn,, ,, thanks, mark

well tonight i put a telewave meter on the washington,,,,, and there was small amounts of forward power but it was intermitent,,,,,, i have a mods print out from one of the known sights,,,, it lists "known bugs" says if there is no am transmit, lights go dim, or the fuse pops, which mine started doing tonight, then c179 is bad and to replace with a standard 2.2uF electrolytic cap,,,,,so that is my next move,,,,, has anyone had this problem?
