Question about voting

At the topradiosites.com site, there are columns for "in" and "out". I assume that the "in" column is the current number of votes. What's the "out"?

I believe the out numbers are the number of times someone has clicked on the link.

That whole thing is confusin ! On another part it looks like you can rate up or down on each site.
