1.) Try running the power leads for your radio equipment straight to the battery. Both + and - leads.
2.)If your using a mag mount, try transmitting into a dummy load,if a nearby receiver can hear it fine with no noise, then it's the antenna(it's making a ground loop issue),go with a hard mount,if not, then you MAY have a bad rectifier on the alternator. If that's the case, the alternator needs to be serviced.

A dummy load is a "load" for your radio, pretty much you hook it into it and all the power is dissipated into it,not the antenna(safely). However they do radiate a little it,so if you have a radio within a few feet it'll pick it up.
And what exactly does it do with your flashers on? Can you hear the noise change as it flashes?
But it's definitely sounding like you have a ground loop issue from the mag mount to me.

The next time you come down we will do a hard mount like mine and go from there if ya want.

Check your coax...If it's "cheap" coax like RG-58 may try something better shielded like RG mini-8 or RG 213 or LMR 240 or 400...
Check and see if the coax is lying next to power cables.
Run a ground off the Radio's case to a good ground...If the radio is mounted to something plastic, or not mounted to metal, then you could be just picking up noise by not having the radio well grounded.
Bad alternators can cause noise too, even tho they appear to be working fine.

It's my old setup he his is using. It's good and I had no issues with it. I am guessing it is the alternator. But here's the thing when he gets away from my it sounds fine. You Just hear it when he is with in a half mile.

Seems like they used to sell a filter and a capacitor to eliminate that noise. It's been a long time but I think the capacitor attached to the alternator and the filter went inline with the power leads.
It's been since the early 80s but used to buy them at radio shack back when they still had radio stuff.
