galaxy 99 sideband meter????

MY galaxy 99 for some reason has no signal on sideband.but the guys i talk to give me a 3 and an 8 on my connex 4800.but when i go on the galaxy 99 the dont move the meter but they sound the same .and they told me i give them the same signal.i turned VR 2 but it did nothing.is there anything more i can turn or ajust for the sideband signals at all?thanks in advance~~~mudder~~~

yeah i got all that to but im wondering if RF METER would have anything to do with it?this is very odd cause this 99 i have now is brand new.
