Picked this radio up in a trade and it only outputs one-tenth of a watt when keyed. You can hear it on another radio close by and the modulation is fine and the receive works well, any suggestions from you radio experts other than throw it in the trash.

the age of the radio I would do a recap before trying to repair it. a bad cap or more can cause this problem. after the recap you can fill safer trying to find the problem.
one of the members on here up in Canada sells cap kits for this radio and others.
i received 3 washington radios a couple years ago for free due to some of the same problems. after a recap and alignment all 3 started working. was given to me because the guy that had them did not want to pay some one to recap them for him.

Never toss a radio away, go on the "Free Stuff" ( http://www.cbradiotalk.com/viewforum.php?f=64 ) and offer it for the cost of shipping, parts radios are getting few and far between.
