I've searched some topics with no luck for my issue and my issue is I have to turn the knob to the 1 'o'clock position before variable power reaches 1 watt... I've tried a 10-20k pot and I believe I may need a linier taper instead... Ideas? Its just really annoying... If a linier taper would be best what value would be recommend

I think CB World has a potentiometer that will work fine for a variable power. It is a dual pot so you don't lose the existing control. Check them out, they are a sponsor so if you order from him tell him you are a member here.

How is the pot connected to the radio? Straight to both sides of jp36 or are you using a tip120 variable?
