Not receiving/transmitting?

Good morning all. I recently installed a very basic setup on my truck (President Andy II with 4' Firestik II). Initially, I couldn't get the SWR below 2.2 on all channels, but was receiving and transmitting. I made some changes with the antenna location, and now have SWR at 1.2. However, all I have is static on all channels and failed radio checks for the last several days. Also, the weather channels are really choppy, which wasn't the case before. I'm in an area where plenty of people use CB radios, so I don't think that I'm simply not picking up a signal.

Is there a way to test and confirm my setup is working correctly without having another CB available? Any help would be appreciated!

Static is a constant thing on CB radio, it can be mother nature or man made. It is really hard to tell what could be the problem without seeing it. I would goto an open location to see if the static level drops and the radio sign increases. You noted the SWR is good, would be nice to see if there is a curve or flat. When in the open area, check the SWR again this time show channels 1, 19 or 20, and 40.

Thanks, Greg! I fully anticipate static from my CB...it just seems to stay constant without any kind of variation. SWR is staying consistent at 1.2 through all channels, so I'm just unsure if there's something going on with the radio itself...

Most static problems are near the home, can't tell you what I went through to clean up the receive on my base station, unplugged everything in the house, and one by one plugged them back in until I found the culprit, was a laptop charger and a smart receptacle, still hear the neighborhood washing machines now and then.
you can search out noise problem here on the forum, use the search in the upper right corner. Plenty to find out about there.

Since by reading your post audio was ok when SWR was higher and noisy after you fiddled with the antenna Go over closely what you fiddled with .
I would also check to make sure you haven't partially shorted then antenna cable
