The volume/ squelch pot needs to be replaced. I've been quoted $60. Seems a little high, when I could just replace it with a brand new one for $40 more.

Actually the part itself isn’t expensive (if you can find one), it’s the tech’s labor cost, figure about an hour to swap it out. If your handy with a soldering iron I believe you can find a pot on Amazon, if not try eBay.
