Based in Utah. Not new to CB, but new to this radio (connex CX-33 HPC1) and this forum. Also have ham technician's license. Wondering about the capability of this radio and how do I go about using it to TRY to talk to someone back east with exact same radio.
Any guidance is appreciated.

My suggestion is a big beam antenna and wait for the right conditions, only other way is by phone, jk! Good luck with your endeavor.
