Chain link top rail..aka Galvanized pipe!! Sure, my antenna is mounted on 25 feet of chain link top rail, just be sure that the base of it is secure.
Either sink at least 3 feet of it in concrete, or lash the base to the house.
As for mounting your 102 to it, I mounted a 4 ft trucker antenna to a pipe once using a mirror mount. Just pound the end of that top rail flat, and then take just the half of the mirror mount with the antenna on it, and bolt it to the pounded flat end of the pipe. You'll have to drill holes in the flat end of course, worked good for me. And you'll be able to get that 102 as high as you want it.
Redneckin it,
Mike

Can you mont a mobile antenna on a mast and use it 'fixed'? Yes, with a couple of "but's" thrown in. The vehicle it was mounted on provided that antenna with it's 'other half'. So, if you put it on something other than a vehcile, you need to provide that 'other half' of the antenna. That can be done in several ways, pick the one easiest for you. In common terms, you are looking at providing a 'groundplane' for that antenna.
The only thing I'd really suggest you do is to guy that mast. If done correctly, those guys can be used as that 'groundplane'.
