Sound effect when keying up mic.

Hi there! I've been a registered lurker for a few weeks now. Learned all kinds of neat stuff thanks to this site. About a month ago I installed a cobra 18ultra + mag mount antenna in my truck. About a week ago I installed a 102" SS whip from radio shack, after reading about them here. I purchased the ball mount, spring, coax and swr meter from a forum sponsor. Had no idea what swr's were before reading here. I think my next investment is going to be a new radio, got my eye on the 78ltw. Gonna give the 18ultra to a buddy.
I have been monitoring a channel that locals hang out on. Usually the same guys every day. Every now and then a guy with a mobile unit gets on. When he first keys up his mic it makes a pretty neat noise. The best way I can describe the noise its almost like the nois televisions used to make when you turned them on or off. I hopped on the channel and asked. Never got a straight answer, just some smart remarks hahaha. Any way if anyone has any idea how he's creating this noise I'd like to know.
