Hams often use names, but must also use their assigned callsigns, ID'ing their station every 10 minutes.
(the ten minute rule very often gets either stretched, or ignored altogether.
Anyone may use ANY radio or frequency in an emergency, and would probably be required to ID themselves
by name at that point, although I am not sure of the law on that?

Your freind is wrong Amateur operators only have to identify with their call every ten minutes like was mentioned. You can say your name is Donald Duck if you like names are exchanged as a courtesy and is not required by the FCC if you do a callsign lookup the Amateur's name and address will be listed under their callsign.
