its a way to record what you hear on the radio but im sure someone here can explain it far better than i can.

A recording of other operators on the air. Watergate can also refer to the device used to record the people on the air. I have a PP1 noise toy in a couple of radios that will record up to a 20 second clip off the air and then I can play it back...truck drivers hate it.

Yes Lost Cause a "watergate" is a recording made of an on air CB conversation. It's called a "watergate" because of the surveilance and phone tapping surrounding the Nixon case of the same name.
