ive got a general lee it works fine on hi power but no modulation on low power

We could use a little more info. Which GL is it? Is it transmitting on low power? This could be a broken or dirty power switch, cold solder joint could be possible as well.

its new just took it out of the box. was gonna convert it over.but no mod on low power

That leaves a dirty switch out of the scenario. So it is transmitting? Brand new, personally I wouldn't mess with it, just send it back.

there are two amc controls inside that radio for some reason amc high power vr11 and amc low power vr12. they are right next to each other. check the low power amc control, i have heard of other people with this issue, pot was not properly adjusted. just a starting point
