Thank you gentlemen for allowing me into the group! I just received an RCI-2950 and its AM TX is right in frequency, but it’s SSB TX is WAAAY off freq and has a 9w carrier. Any suggestions of where to look first?

I bet your carrier wattage increases when you speak. that is the nature of SSB. Your SWR will also look screwy even though it may show fine on AM.
To find out if SSB is off do this

I get asked a lot how to check SSB with an inline counter.
I use this method to see if radio is on frequency:
Set CB radio to 27.2050 Ch 20 27.2050
Inject a pure 1Khz tone at mic socket key the radio then your counter can read it at the antenna socket
You should see 27.2040 on LSB and 27.2060 on USB.

Weird thing is my SSB signals actually triggers the frequency counter with a 9-watt dead key and is off-frequency on TX but over 200kHz. No modulation at all noticed on freq counter or meter.

Sounds to me like someone had messed with the bias setting probably thinking it would make more wattage,, the radio needs an alignment by a good tech. You can find the alignment procedure on CB Tricks or the RCI Ranger website.
