First you need hosting and a domain name. Just use the link above to accomplish that first task. This can take a few days to register the domain and hosting.
Next, you'll need to download PHPBB software and this is open source... Meaning Free! Then you will need to use cpanel file manager to upload the zip file to your public_html/ directory and decompress the zipped PHPBB file. Then you will navigate to the phpbb3/install url.
