How to do it?

The scanner I am borrowing to play with, blinks....that's the best way to describe it...I'll be listening to the cops or something and even if the signal is strong, part of the words get cut off...like it blinks off. Is something wrong? Are scanners known for this? It's hard to follow conversations.....
My limited knowledge guess would be it's a digital system that they are using to talk on.
That's the way it is in the county I live in. Very difficult to follow and understand cause it cuts in and out.
But it could be something else. I'm not too familiar with that kind of communication systems...
If its one of the bear cats thank you have you priiorty on which means it's checking one channel for sigles if there is one on that channel it will click over.
if it is a newer model, it could also be checking the wx priority alert feature. My bcd396t does that

Un-Plug it for a little bit ...It should fix it's self far as i know it should ....Mine doesn't do that and it's a pro-2050 but i don't listen to it that much
